The government ‘enterprise’ involves a complex set of organizations with a multitude of goals and values, serving an equally diverse group of constituents. Because of this complexity, governing Artificial Intelligence (AI) applications as well as the necessary data infrastructure to support them has proven to be a difficult task that, according to experts, requires a systems perspective in its design and implementation. In response to this call from experts, this conceptual paper provides working definitions of both enterprise data governance and a systems approach to management. Using these working definitions and the use case of algorithmic jobseeker profiling, the paper proposes the adoption of a pluralistic view of systems approaches for the design and governance of AI applications in government.
